Job Description

Food and Medical Product Safety Coordinator, FSN-501-12, DLA/FDA-001 (Personal Service Agreement) Level III (Full Performance Level) – FSN-12; FP-3 BASIC FUNCTIONS OF POSITION • Serve as the FDA Food and Medical Product Safety Coordinator at the U.S. Embassy, under the direction and guidance of the FDA Country Director, and work in the Embassy’s Health Section. • Responsible for organization, coordination and oversight of U.S. government-supported FDA regulated product activities initiated and implemented by the FDA India office staff. • Serve as a critical bridge to protect US Government interest in public health which includes FDA regulated product areas (especially those relating to the safety of food, animal feed, human and veterinary drugs,, biologics and medical devices) that are both vital to consumer protection, foreign-policy goals and extremely sensitive politically, and in a country, India, of critical importance to the USG’s global health and trade policy. • Coordinate a variety of FDA in-country activities to ensure their maximum efficiency and impact with the government of India. • Draft project documents, agreements, or managerial communications with scientists and high-level Indian officials, special reports, and travel and expenditure authorization cables with Embassy colleagues. • Provide policy advice the Embassy and to FDA regarding ongoing and potential U.S.-India collaborative FDA regulated product activities. • Assist the FDA Country Director and other FDA-assigned staff in developing and expanding public health and biomedical research program initiatives relevant to the FDA mandate in India. • Provide accurate and detailed reporting through analysis of scientific literature, press reports, published documents and unpublished sources to assist U.S. scientists and technical agencies in their efforts to cooperate with India on food, feed, drug and medical device safety issues. • The incumbent will assure access to, and maintain productive relationships with high-level Indian government officials and health scientists at the Ministry of Health and Family Welfare (MOHFW), the Ministry of Food Processing Industries (MFPI), the Ministry of Agricultures (MOAg), the Ministry of Chemicals and Fertilizers, the Central Drugs Standard Authority (CDSA), the Food Safety and Standard Authority (FSSA), and others as appropriate, including State-level agencies, private industry, and Indian universities. • Respond directly to inquiries from the Embassy’s Health and Human Services Office’s Health Attaché, from the Department of State and/or Health and Human Services Office in Washington on FDA regulated product issues; responds to inquiries from and initiate communication with the Ministry of Health and other Indian food, drug and medical device focused agencies and institutions. • In absence of the FDA Country Director, represent the FDA Country Director on committees, work groups, and operational teams. • Provide technical translation and interpretation when necessary. • Facilitates visits by U.S. officials to India OPENING DATE: May 4, 2009 CLOSING DATE: May 18, 2009 WORK HOURS: Full-time; 40 hours/week SALARY: Not Ordinarily Resident: Grade: FP-3 (steps 5 through 14) Ordinarily Resident: Grade: FSN-12* *Starting salary and grade will be determined on the basis of qualifications and experience, and/or salary history. Level III ( Full Performance Level ) – FSN - 12 ; FP-3 QUALIFICATIONS REQUIRED 1. Ph.D. degree in a medical or biological science. The degree can be in public health, epidemiology, or related biological or pharmacologic science. 2. Minimum seven years of progressively responsible work experience working in a health-related field, with demonstrated experience working with government public health and scientific officials is required. At least five of these years should be in one of either the FDA-regulated product areas (animal feed, biologics, drugs, food, and medical products) or product safety and quality control. 3. Level IV (fluency) in English. Level III (Good Working Knowledge) in Hindi. 4.
